With the release of the 2000 U.S. Decennial Census in April 2001, states, cities and towns will face the daunting task of redistricting and have to assess whether their electoral plans comply with the Voting Rights Act of 1965, as amended, and the Fourteenth Amendment to the United States Constitution. This is an important and delicate decision because the wrong choice can lead to expensive and potentially divisive federal litigation.

The purpose of this website is to provide governmental entities with a resource for avoiding such litigation through preventive planning and, if litigation cannot be avoided, successfully and economically defending such cases.
